Madagascar Launches WTO Safeguard Investigation Into Imports of Self-Adhesive Labels and Printed Packaging
Madagascar has initiated a safeguard investigation into imports of self-adhesive labels, packaging and certain other printed products made from paper, cardboard, plastics, textiles and similar materials.
The investigation was opened on August 13, 2026, and Madagascar notified the World Trade Organization (WTO) Committee on Safeguards about the move on August 28.
The investigation is intended to determine whether rising imports of the covered products are causing, or threatening to cause, serious injury to Madagascar’s domestic industry.
Deadline for Interested Parties
Importers, exporters, manufacturers and other individuals or organizations with an interest in the investigation have been given 30 days from the opening of the probe to register as interested parties.
The deadline for registration and submission of information is September 12, 2026.
Interested parties can submit evidence, comments and responses to the investigation questionnaire within the same period. The questionnaire can be obtained from Madagascar’s relevant authority, the ANMCC.
Public hearings may also be organized during the investigation. These hearings could be held either at the initiative of the authority or following a request from interested parties.
The hearings would provide participants with an opportunity to present evidence, respond to information submitted by other parties and explain their position in the investigation.
Consequences of Missing the Deadline
Participants have been advised to submit questionnaire responses and any requested additional information within the prescribed deadlines.
According to the notification, if responses are not submitted on time, or if the information provided is incomplete or inaccurate, the investigating authority may rely on the best information available when making its findings.
The investigation therefore gives exporters and importers an opportunity to provide data that could influence the assessment of the alleged impact of increased imports on Madagascar’s domestic industry.
What Is a WTO Safeguard Investigation?
A safeguard investigation is a trade investigation used to determine whether a significant increase in imports of a particular product is causing, or threatens to cause, serious injury to domestic producers.
Unlike investigations focused on allegations such as dumping or subsidisation, safeguard measures are generally concerned with the impact of increased imports on a domestic industry.
If an investigation establishes that increased imports are causing or threatening serious injury, a WTO member may impose a temporary safeguard measure to restrict imports.
Such measures can take different forms, including temporary import restrictions, depending on the circumstances and applicable WTO rules.
WTO Notification
Madagascar’s notification was submitted to the WTO Committee on Safeguards under document G/SG/N/6/MDG/19.
The notification provides details of the investigation, including procedures for interested parties to participate and submit information. The document was initially made available in French.
The investigation will now allow Madagascar’s authorities to examine import trends and their potential impact on the domestic producers of self-adhesive labels, packaging and other covered printed products.
